President Chuck Jenkins called the Monthly meeting to order at 7:35a.m. at the Washburn County Economic Development office located at 208 Vine Street, Spooner, WI.

 

Present: Chuck Jenkins, Rob Paine, Jim Bethel, Greg Krantz, Bill Marx, Morris Gillett, Lloyd Wallace, and Mike Bobin.

 

Absent:  Ken Schultz, and Rob Lester.

 

Others Present:  Margie Quinn and Steve Sather.

 

Concerned Citizens:  None

 

Approval of Agenda- Lloyd Wallace made a motion to approve the agenda, Morris Gillett 2nd the motion.  M.C. by unanimous vote.

 

Approval of Meeting Minutes of February 15, 2012

Minutes of the previous meeting February 15, 2012 were circulated. Rob Paine made a motion to approve the minutes.  Greg Krantz 2nd the motion.  M.C.  by unanimous vote. 

 

Treasurer’s Report by Jim Bethel –Jim read the monthly Treasurer’s report and reported on the monthly bills.  The total expense for February/March was $8285.85 with a checking account balance of $23248.56 and an additional $9428.80 in the CD account to be used for ½ marketing expenses, ½ for business plan development, and 501 (c)(3) expenses to the IRS and Anderson Hager and Moe.   RMAP funds to interest income on a loan in the amount of $2733.45, Technical Assistance in the amount of $14685.50, and Loan Loss Reserve at $1750.00.  Total available funds are $51,846.31.   Marge Quinn has provided board members with a Treasurer Report, P&L monthly and a balance detail from QB.  Lloyd Wallace made a motion to accept the Treasurer Report and pay bills, 2nd by Rob Lester.   M.C.  by unanimous vote. 

 

Discussion/Action on RAMP Loan/Funds- President Chuck Jenkins brought the board up to date on RMAP funds.   Chuck stated Rural Development has reinstated the RMAP Funds previously terminated in December, 2011.  Discussions were made by Board Members on RMAP Funds.  Board Members have asked Marge Quinn to contact Mike Daniels from Rural Development on advice of Audit and Insurance.  Motion made by Mike Bobin to send the amendments of the original agreement with WCIDA and WCEDC on asks for WCIDA approval.  Greg Krantz 2nd the motion. 

 

Discussion/Action on Director’s Position-   

Rob Paine made a motion to convene in closed pursuant to 19.85 (1) (C), WI statues to discuss personnel issues of specific persons, which if discussed in public would likely to have a substantial adverse effect upon the reputation of any person, referred to in such data.  Morris Gillett 2nd the motion.  Marge Quinn and Greg Krantz were excused from closed Session.  Roll Call was taken by Margie Quinn.

Mike Bobin was invited to stay just during his interview, and then excused.  M.C. by unanimous vote. 

 

Motion to reconvene in open session by Lloyd Wallace, 2nd by Rob Paine.  M.C.
