President Louie Villella called the meeting to order at 7:30 a.m. at the Washburn County Economic Development Office-located at 208 Vine Street-Spooner, WI 54801

 

Present: Louie Villella, Rob Paine, Jim Bethel, Rob Lester, Greg Krantz, Lloyd Wallace, Pete Paine, and Chuck Jenkins.

 

 

Absent:  Morris Gillett, and Mark Krueger

Others Present:  Margie Quinn, Dick Hartmann, Larry Peterson, and Laura Schneider.

 

Concerned Citizens:  None

 

Rob Paine made a motion to approve the agenda, Lloyd Wallace 2nd the motion.  M.C. by unanimous vote.

 

Approval of meeting Minutes for September 15th-Rob Lester made a motion to approve minutes from September 15, 2010.  Chuck Jenkins 2nd the motion.  M.C. by unanimous vote.

 

Treasurer’s Report by Jim Bethel-Jim read the monthly Treasurer’s report and reported on the monthly bills.  The total expense for October and November was $21,264.90 including wages for Marge and Dick. Checking account balance is $32114.55 and an additional $9266.70 in the CD account to be used for ½ marketing expenses, ½ for business plan development, and advertising. Total available funds are $41381.25.  Laura Schneider and Larry Peterson from Anderson Hager and Moe attended the WCEDC meeting and ask Board for any questions or recommendations for the Treasurer’s report.  Larry Peterson stated you can print about any report the WCEDC Board Members would like through QuickBooks.  Chuck Jenkins made a motion to approve the September 16th through November 16th Treasurer report and pay bills, Rob Paine 2nd the motion.  M.C.  Motion made by Pete Paine to have Marge Quinn provide a P & L report, Balance Sheet, and a Check Register from QuickBooks for the Treasurer Report in the future.  Jim Bethel 2nd the motion.  M.C.   by unanimous vote.

 

Community Development & Promotions- Chuck Jenkins circulated a sample of Shell Lake’s Value Added Components for Consideration of relocating your business to your vacation area. Chuck Jenkins suggested Director Dick Hartman should visit the perspective cities/villages/townships tax roles in Washburn County.  Chuck stated Dick should get the positive incentives in each perspective area to put a package together and send to out of town business to attract new businesses in Washburn County.   Chuck suggested each municipality may be willing to put together their own brochure/ package together on the positive attractions for each area such as schools, power, attributes of that community, success stories, recommendations, etc. and give Dick to put together a folder for each community.

 

EDC Development Suggestions:  Pete Paine circulated example plan he proposed to WC Board of Supervisors with matching dollars from the County and Businesses.  Pete stated Director should get a plan from each of the various communities in Washburn County on ‘HOW TO BUILD A COMMUNITY” with suggestions and Ideas from them and bring back to the board for discussions.  Pete discussed getting Success Stories from Businesses as well to use for a marketing tool. 

 

 

 

 

 

 

Director Report-

Directors Report was circulated to board members for review.  The President Louie Villella asks Board members for questions or comments.  Discussions were made.  Dick stated he has been out in the city of Spooner and visited several businesses in the past month.  Discussions were made on the Director attending WI NW Economic Development Committee.  Board Members requested to put the WI NW Economic Development Attendance for the Director on the December Agenda of Discussion/Action.

 

Discussions/Action on 2011 Budget- Discussions were made.  Director Dick Hartmann, Louie Villella, and Pete Paine attended the County Board of Supervisors on December 9th. Director Dick Hartmann provided a presentation to the WC Board of Supervisors for the past fiscal yr. and continued accomplishments for 2011. The County Board has reduced the WCEDC Budget by 5% of the total proposed to the County.  The 2011 budget dollars from the County for WCEDC is in the amount of $59,798.00 annually.  The Budget for 2011 will be on the December Agenda for suggestions to reduce expenses or recover the loss of funds. 

 

Discussions/Actions on RMAP Grant- questions and concerns; Dick Hartmann circulated two different contracts to propose to WCIDA Board Members to contract services for RMAP Grant that was granted to WCEDC.  Dick Hartmann stated there is also additional administrative dollars granted in the amount of $2500.00 and $50,000.00 to be used for technical assistance to borrowers.  Greg Krantz made a motion to present both contracts to the WCIDA Board for approval on one of them.  Pete Paine 2nd the motion.  M.C.
